GRANTS FOR RESEARCH AND DEVELOPMENT AND INNOVATION IMPLEMENTATION
Grants for innovation and R&D activities
Got an idea for a new product, service, or technology? We'll help you explore it., whether the project requires research and development work or concerns the implementation of ready-made results, and which sources of financing are worth considering.
A well-chosen financing path begins with a reliable description of the problem, the advantages of the solution, and evidence of innovation – not with the name of the competition itself.
FREE INITIAL FITTING
What financing path suits your idea?
Answer five questions. You'll receive guidance on project type, potential instruments, and items requiring confirmation.
The preliminary result will appear after all answers are selected.
THREE POSSIBLE PATHWAYS
First, let us recognize the real nature of the project.
These three situations differ in requirements, eligible costs, and assessment methods. Recognizing the differences helps avoid preparing a lengthy application for the wrong instrument.
1. Research and development project
There is a scientific or technological problem in the company whose solution requires methodical research, experimental work or development.
- Defined technological uncertainty and research objective.
- Hypotheses, research tasks and milestones.
- Result: a new or significantly improved product or process.
2. Implementation of R&D results
The technology or product resulting from research and development is to be implemented into the company's operations.
- Documented results and rights to use them.
- Plan to launch production or provide a service.
- Market potential and investment justification.
3. Investment in available technology
A company wants to purchase a solution already available on the market or modernize its own process. This can be a rational project, although it doesn't have to be R&D in nature.
- Analysis of benefits and objectives of modernization.
- Verification of investment and digitalization programs.
- Assessment of conditions for implementation innovation.
INSTRUMENT MAP
Where to look for financing for innovation and R&D?
There is no one-size-fits-all innovation program. The choice of source depends on the type of project, the status of the applicant, the partners, and the desired outcome.
Ścieżka SMART – MŚP
The FENG program, implemented by PARP, will be launched in 2026. Separate calls for proposals will be held for R&D and research implementation; the applicant and project must meet the criteria for the specific call.
- R&D projects and a separate implementation path.
- Requirement of an appropriate level of innovation.
- Current PARP documents and deadlines.
NCBR and consortia
The National Centre for Research and Development provides research and development instruments for large companies and consortiums, among others. The composition of the consortium and the terms of participation depend on the specific call.
- Projects involving enterprises and other partners.
- Determining tasks and rights to results.
- Information about the SMART Path at NCBR.
Regional and international programs
Depending on the region and the maturity of the technology, R&D projects are also possible in provincial programmes or international financing, e.g. Eurostars or EIC instruments.
- Compliance with regional or national specializations.
- Some programs require foreign cooperation.
- Selecting an instrument for the team, TRL and market.

SUBSTANTIVE EVALUATION
What distinguishes a real R&D project from routine business development?
Innovation and R&D are intertwined, but they are not the same thing. Innovative business outcomes can arise without research, and R&D efforts may fail to deliver the desired results despite thorough execution.
Industrial research
Organized research aimed at acquiring new knowledge and skills useful in developing a new or significantly improved solution.
Experimental development work
Combining and using available knowledge to develop or improve solutions, e.g. in the construction and testing of prototypes and validation.
Regular implementation or routine improvement
The purchase of a ready-made device, typical system customization, or regular product modification does not become R&D work just because it is new to the company.
The reference point is, among others, the definitions of industrial research and experimental development work contained in Commission Regulation (EU) No 651/2014.
CRITERIA AND EVIDENCE
Six elements worth assessing before starting work on the application
The diagnosis stage isn't about creating an artificial innovation narrative. The goal is to determine which elements of the project are substantively defensible and which require refinement or a change of direction.
Level of novelty
What's new for the market, not just the company? Comparable parameters, sources, and competitive analysis are needed.
Technological problem
What unknown does the project aim to solve? Why are existing knowledge or standard solutions insufficient?
Methodology and milestones
How are the stages, tests, hypothesis verification, measurable results and failure response planned?
The potential of the team and partners
Are the competencies, infrastructure, and resources available to complete the work? What is the role of subcontractors and consortium members?
Laws and implementation
Who owns the results, is there a possibility of commercialization and are there any significant legal barriers?
Financing and deadline
Are the budget, equity, and liquidity realistic? Was the project initiated in a manner that violates the requirements of the aid?
BUDGET AND ELIGIBILITY
What can project financing include?
The intensity and method of calculating support depend on factors such as the type of work, the size of the enterprise, the basis for providing assistance, location, and call rules. We do not provide a universal funding percentage.
R&D Team
Koszty personelu zaangażowanego w prace badawczo-rozwojowe z zachowaniem zasad dokumentowania pracy i przypisania wydatków.
Equipment, materials and prototypes
Koszty urządzeń, amortyzacji lub wykorzystania aparatury, materiałów i testów, wyłącznie w zakresie dopuszczonym regulaminem.
Research and external services
Commissioned research, specialist services, tests or technical knowledge, if the project program and model provide for such expenses.
Implementation investment
Środki trwałe, oprogramowanie i inne nakłady na uruchomienie rozwiązania odpowiednio do odrębnego typu projektu i zasad konkursu.
Not every expense is an eligible cost. In R&D projects, different rules may apply to equipment than in implementation projects. VAT, timing of expenditure, competitive procurement, and bridge financing also need to be verified.
CLEAR DISTINCTION
Comparison of R&D, implementation of research results and investments
Poniższe zestawienie ułatwia wstępną ocenę projektu oraz wskazanie najbardziej odpowiedniego kierunku dalszej analizy.
| Question | R&D work | Implementation of R&D results | Ready technology |
|---|---|---|---|
| What is the goal? | Acquiring knowledge and solving a research problem | Commercial use of documented results | Modernization or expansion of the enterprise |
| The most important evidence | Technological uncertainty, work plan, measurable results | R&D results, rights to them, launch plan | Justification for the investment and compliance with the call objective |
| Common risk | Routine Improvement Called Research | No rights to use the results or no R&D history | Lack of the required innovative effect |
| Potential type of support | SMART R&D, regional programs, international instruments | SMART implementation and selected regional competitions | Investment grants, digitalization, preferential repayable instruments |

QUESTIONS AND ANSWERS
What is worth knowing before preparing a project?
Is every innovative product eligible for R&D funding?
No. An innovative product can be created through the purchase of technology or its implementation. R&D funding requires a specific type of research or development work, and call for proposals may additionally require innovation on a specific scale.
How to recognize the difference between industrial research and development work?
Industrial research is focused on obtaining new knowledge needed to develop a solution. Experimental development utilizes knowledge for design, prototyping, testing, and validation. Qualification is determined by the scope of activities actually performed, not the stage name.
In the SMART Path, is it enough that the solution is new to our company?
No. The verified SMART 2026 Path calls indicated innovation at least at the national level. The declared scale requires comparison with solutions available on the market and confirmation with appropriate documentation.
Can I outsource research to a university instead of creating a consortium?
Depending on the program's terms, subcontracting research work or an independent consortium project is possible. These are distinct collaboration models, with different eligibility, result sharing, and funding rules.
Can I start research or sign a purchase agreement before submitting an application?
Before making any binding commitments, check the incentive effect rules, the definition of commencement of work, and the eligibility date for expenditure. Under many instruments, starting a project before the required deadline can exclude support. Preparatory work can sometimes be treated differently from the commencement of the actual investment.
Does the lack of previous research projects eliminate your chances?
Not necessarily. The most important factors are the call procedure, team, resources, partners, a solid plan, and the credibility of the assumptions. Sometimes, the right first step is a state-of-the-art analysis or a preparatory service, rather than a full application.
Does the test show current calls for proposals and confirm the possibility of obtaining funding?
No. The test indicates directions for further verification. Check current and planned calls for proposals at Mapa Dotacji and on the websites of financing institutions. Funding is awarded by the institution after assessing the application.
