Grants for starting and developing a business

Published: Reading time: 17 min

In 2026, both non-repayable grants for starting a business and support for the development of existing enterprises will be available in Poland. However, there is no single nationwide program „for everyone” open all year round.

The actual benefits available depend primarily on the investment location, the applicant's status, the company's size, the industry, and the application deadlines set separately by individual institutions. Below, we organize the most important support instruments and explain how to determine which of them are available in a given situation.

What determines the availability of subsidies?

The availability of individual programs depends on, among other things:

  • place of residence or business activity,
  • voivodeship, district or area of operation of a local institution (e.g. local action group),
  • the status of the person applying for support (unemployed person, student, entrepreneur),
  • enterprise size (micro, small, medium, large – including related entities),
  • industry, PKD codes and scope of the planned investment,
  • recruitment deadlines set by individual institutions,
  • available budget and duration of the given program.

Key principle: Calls for proposals are time-limited. Application deadlines are set separately for individual voivodeships, district employment offices, local action groups, and institutions implementing regional programs. Some applications last only a few days or end when funds are exhausted.

For this reason, each analysis of the possibility of obtaining a subsidy requires checking the current calls for proposals and the conditions applicable in a specific area.

Grants and support for starting a business

1. Subsidies from the District Employment Office (PUP)

One-off funds for starting a business are the most frequently used start-up support instrument.

For whom: primarily for unemployed people registered in the relevant employment office, and also – under statutory conditions – for graduates of social integration centers and clubs and certain unemployed caregivers for people with disabilities. In recruitment projects financed by the ESF+, the office may additionally prioritize selected groups, such as young people, the long-term unemployed, people aged 50+, or people with disabilities.

Basic conditions for applying for funds:

  • no business activity (or suspension) in the period of 12 months before submitting the application,
  • no previously received non-repayable public funds for starting a business,
  • submitting an application to only one starosta,
  • meeting the requirement of a clean criminal record to the extent specified by law,
  • establishing security for the return of funds (e.g. guarantee, bill of exchange, account blocking).

Types of expenses that can be financed: The catalogue is defined by the regulations of a given office. It usually covers machinery and equipment, equipment, software, and, within established limits, also commercial goods, advertising, and adaptations of premises.

Most common limitations: Offices often limit or exclude purchases of cars, commercial goods, renovation expenses, used items, and purchases from family members. The grant constitutes de minimis aid, and in the case of deducting VAT on purchases, the beneficiary refunds the equivalent of the tax financed by the grant.

Obligations after receiving funds: The business must be conducted continuously for at least 12 months. During this period, the beneficiary cannot take up employment, and the total period of suspension is strictly limited and does not count towards the required period of business operation. Breach of the terms of the agreement results in the obligation to repay the funds.

The regulations of the office are decisive. It defines the catalog and spending limits, application evaluation criteria, required security measures, and possible industry-specific exemptions. Two neighboring counties may apply significantly different rules.

Amounts and availability of funds: The statutory limit is up to six times the average salary, but individual offices often adopt lower thresholds – in recruitments announced in 2026, the maximum amounts in various counties ranged, for example, from approximately PLN 25,000 to over PLN 55,000. Funds are limited, and recruitments usually last only a few days until the pool is exhausted, so the date of the recruitment announcement in a specific county must be monitored on an ongoing basis.

2. Premium from the local action group (LEADER) – subsidies from LGD

Support for local action groups (LAGs) is provided under the LEADER approach, which is part of the Strategic Plan for the Common Agricultural Policy 2023-2027.

Supported area: LGDs operate in rural areas and smaller towns covered by the local development strategy (LDS). Aid is not automatically available in every rural area – three conditions must be met: the town lies within the area of operation of a specific LGD, the LSR provides support for starting a business, and the LGD has announced a call for proposals covering the given type of project.

The importance of a local development strategy: The LSR defines the objectives, initiatives, budget, and project selection criteria. Activities eligible for funding in one LGD may not receive support in a neighboring LGD.

For whom: For adult individuals connected to the LSR area who plan to undertake non-agricultural business activity. Generally, at least one year of residence in the area covered by the strategy and no business activity in the year preceding the application are required. Previous support for starting or developing a business received from the Rural Development Programme (RDP) or the Common Agricultural Policy (CPW) is also verified.

Form and amount of support: a lump sum bonus, generally in the range from PLN 50,000 to PLN 150,000, with an aid level of up to 65% of eligible costs. Specific amounts and rules are specified by LGD in the call for proposals – the local limit may be lower than the program maximum.

Point criteria: Project selection is determined by the number of points awarded according to local criteria. LGDs reward factors such as local innovation, job creation, the use of local resources, environmental solutions, and applicants from disadvantaged groups. Meeting the formal requirements does not guarantee that the operation will be selected.

Obligations: The applicant prepares a business plan, undertakes business activity (usually self-employment), and maintains the company and investment for at least two years following the grant payment. Additionally, the sales level specified in the business plan must be achieved (at least 30% of the target value by the end of the first full financial year following the grant payment).

Industry and territorial restrictions: A list of excluded activities and investments applies, and renewable energy installation costs cannot exceed half of eligible costs. The location of the investment or service provision must be linked to the LSR area.

Application deadlines: Each LGD conducts applications according to its own schedule. There is no single nationwide deadline for submitting applications.

3. "First Business - Start-up Support" - preferential start-up loan

This instrument is sometimes confused with a subsidy, but in fact it is preferential loan, operated by Bank Gospodarstwa Krajowego and financial operators operating by macroregions.

For whom: The list of recipients is broader than for grants from the employment office. It includes, among others, unemployed individuals, those not in paid employment, final-year students, unemployed caregivers of people with disabilities, people returning from abroad, and individuals whose income in recent months did not exceed the average salary – in accordance with the program's regulations.

Basic financing conditions (as of 2026):

  • an amount up to 20 times the average salary (approximately PLN 190,000),
  • fixed, symbolic interest rate of 0.25% per annum, no commissions or fees,
  • repayment period up to 7 years, with a possible grace period for capital repayment of up to 12 months.

Possibility of partial redemption: The current rules of the program provide for conditional redemption of part of the capital – up to 6 times the average salary, not more than 50% loan value – after meeting the requirements specified in the regulations. Redemption is not automatic and you should not plan to finance a project assuming that it will definitely happen.

Security: as standard, a blank promissory note and additional security accepted by the operator, e.g. a guarantee from natural persons, a mortgage or a guarantee.

Economic feasibility: The application, along with a description of the project and the business model, is assessed. The operator examines the feasibility of the sales plan, the completeness of financing, and the ability to repay the loan.

Benefits and limitations: The program allows for financing a significantly larger startup project than a typical grant from the employment office, and the financing cost is minimal. On the other hand, the loan remains a repayable obligation, requires collateral, cannot be combined with other public funds for the same business launch, and the applicant must not have operated a business (or had it suspended) for 12 months prior to submitting the application. Applications are open in macroregions until funds are exhausted – they may be closed and reopened when the pool is released.

Financing the development of existing enterprises

1. LGD support for business development

Local action groups support not only the start-up, but also the development of companies already operating in their area.

Basic requirements:

  • support is directed primarily to micro and small enterprises,
  • a documented period of running a business is required – as a rule, at least 365 days in total in the period of 3 years preceding the submission of the application, with the business still active,
  • the place of business, headquarters or branch should be linked to the LSR area (usually for at least a year),
  • If the entrepreneur has previously received the LGD start-up bonus, at least 2 years must have passed since its payment.

What can be financed: Purchase of machinery, equipment, and fixtures, intangible assets, software, construction and adaptation works, and other capital expenditures permitted in the call for proposals. The expenditure must be necessary for the project, economically viable, and consistent with the LSR objectives – mere "usefulness" to the company is not sufficient.

Form of support and own contribution: reimbursement of up to 65% of eligible costs, generally in the range from PLN 50,000 to PLN 500,000 (The LGD may adopt a lower limit.) The entrepreneur provides at least 35% of eligible costs, all ineligible costs, and bridge financing until reimbursement.

Point criteria: similarly to the starting bonuses, the selection is determined by scoring according to local criteria and the limit of funds for a given recruitment.

Responsibilities after implementation: maintaining the activities, investments and results of the project for at least 3 years from the payment of aid and achieving the sales level assumed in the business plan.

2. Regional programmes of European Funds 2021-2027

Each voivodeship implements its own regional program. This means 16 separate sets of rules, schedules, and budgets – there are no uniform conditions for the entire country.

What can be financed: Depending on the measure, support covers production and service investments, innovation implementation, research and development, digitization and automation, energy efficiency, renewable energy sources, the circular economy, and in some regions, also projects in strategic sectors. For example, in 2026, the Silesian Voivodeship conducted a call for proposals for the development of post-industrial areas for the leisure industry, the Lublin Voivodeship – support for defense and dual-use sector enterprises, and the West Pomeranian Voivodeship – innovations in energy efficiency implemented in partnership with science and business.

Beneficiaries: most often micro, small, and medium-sized enterprises; in selected activities, also large companies or consortia. SME status is determined by taking into account partner and related entities – formally, a small company may be considered a large enterprise due to capital or personal ties.

Own contribution and support intensity: The subsidy never covers 100% of investment project expenses. The level of support depends on the public aid base, location, and size of the company – for regional investment aid, the base intensity ranges from 15% to 50%, with the possibility of increasing it for small and medium-sized enterprises, and in selected activities (e.g., those covered by de minimis aid) it reaches higher levels. The applicant must also demonstrate financial capacity: funds for own contribution, VAT (if ineligible), and investment financing until the subsidy is paid.

Project evaluation: Applications are subject to formal and substantive evaluation according to competition criteria. A formally acceptable project may not receive funding if competing projects receive higher scores—for example, for innovation, environmental impact, or compliance with regional specializations. Simply replacing assets (replacing a worn-out machine with a similar one) often fails to achieve the project's objectives.

Withdrawal of funds: Depending on the call, reimbursement of incurred expenses or advance financing is applied. This has a direct impact on the project's financial liquidity.

Project sustainability: As a rule, the results of the investment must be maintained for 3 years (SMEs) or 5 years after the final payment, in accordance with the rules of the relevant programme.

Recruitment schedules: Regional institutions publish and update schedules separately for each voivodeship. The lack of an application process "here and now" doesn't mean it won't happen in a few months—and vice versa: an interesting application process might be underway in a neighboring region, but it doesn't cover your investment location.

3. Other development instruments

In addition to subsidies, it is worth knowing the complementary instruments:

  • preferential loans and EU loans – provided by regional financial intermediaries, often in continuous calls, without a competitive formula; also suitable for reconstruction projects that do not qualify for subsidies,
  • support for digitization – financing of IT systems, automation and Industry 4.0 solutions in regional and national programs,
  • energy efficiency – grants and loans for process modernization, energy consumption reduction and thermal modernization,
  • renewable energy sources – most often as part of a broader investment project or in dedicated loan instruments,
  • research and development – support for R&D work in national (including FENG) and regional programs,
  • internationalization – co-financing participation in fairs, economic missions and brand promotion on foreign markets,
  • training and improving employee competences – including the National Training Fund (through employment offices) and development services co-financed by the system of regional operators.

  • lokalizacja inwestycji (województwo, powiat, obszar LSR, niekiedy konkretny podregion),
  • status wnioskodawcy (np. osoba bezrobotna, mikroprzedsiębiorca, MŚP),
  • kod i zakres prowadzonej działalności (część branż jest wykluczona),
  • rodzaj planowanych wydatków (katalog kosztów kwalifikowalnych),
  • spełnienie kryteriów formalnych i merytorycznych danego naboru.

  • 2. Ustal status przedsiębiorstwaosoba planująca start, mikrofirma, MŚP czy podmiot powiązany kapitałowo z większą grupą.
  • 3. Opisz zakres planowanego projektuco konkretnie chcesz kupić, wybudować lub wdrożyć i jaki rezultat ma to przynieść.
  • 4. Przygotuj wstępny budżetorientacyjna wartość inwestycji przesądza o doborze instrumentu.
  • 5. Sprawdź harmonogramy naborówna stronach instytucji regionalnych, urzędów pracy i lokalnych grup działania.
  • 6. Przeanalizuj regulamin i kryteria wyboru projektówoceń, ile punktów realnie może uzyskać Twój projekt.
  • 9. Oceń, czy przedsięwzięcie może zostać rozpoczęte przed złożeniem wnioskuw większości instrumentów wcześniejsze rozpoczęcie inwestycji wyklucza wsparcie.

Najczęstsze błędy przy poszukiwaniu dotacji

  • Poszukiwanie jednego ogólnopolskiego programu dostępnego przez cały rok. Taki program nie istnieje – wsparcie jest rozproszone pomiędzy instytucje regionalne i lokalne, a nabory mają charakter czasowy.
  • Rozpoczęcie inwestycji przed złożeniem wniosku. Zamówienie urządzeń, podpisanie wiążącej umowy czy rozpoczęcie robót przed dopuszczalnym terminem zwykle wyklucza wydatki z dofinansowania, a często dyskwalifikuje cały projekt.

Kluczowe znaczenie mają lokalizacja inwestycji, wielkość firmy, branża i zgodność projektu z celami danego naboru.

Czy można rozpocząć inwestycję przed złożeniem wniosku?

Co do zasady nie. W większości programów rozpoczęcie realizacji projektu przed złożeniem wniosku – a w przypadku wsparcia LGD przed zawarciem umowy – wyklucza dofinansowanie wydatków lub całego przedsięwzięcia. Dokładny moment, od którego można rozpocząć inwestycję, określa dokumentacja konkretnego naboru i należy go zweryfikować przed podjęciem jakichkolwiek zobowiązań.

Każde województwo wdraża własny program regionalny, każdy urząd pracy stosuje własny regulamin, a każda LGD – własną strategię, kryteria i harmonogram naborów.
