Which two calls are worth following?
The first is Measure 09.06 Health services, under which a call is planned from 21 May 2026 to 3 July 2026 with an allocation of PLN 70 million. The schedule indicates that the subject of support in this call will be the development of deinstitutionalised forms of long-term care, including the staff and persons providing such services. Eligible applicants are to include, among others, healthcare providers, local government units (JST) and their organisational units, non-governmental or non-profit organisations with experience in long-term care, and social economy entities with such experience.
The second is Measure 10.01 Health infrastructure, with a call planned from 17 September 2026 to 30 September 2026. The schedule provides for an allocation of PLN 10 million for Type 2 – Outpatient specialist care infrastructure (AOS). The call is to be addressed to public and non-public healthcare institutions. In addition, the schedule indicates that it will be addressed to entities whose project value on the date of submitting the application does not exceed the equivalent of EUR 200,000.
Measure 09.06 – for whom and for what?
This measure is for facilities and organisations that want to develop long-term care provided closer to the patient's place of residence, rather than primarily buying equipment or carrying out construction investments. In the Detailed Description of Priorities (SZOP) for FEWiM (European Funds for Warmia and Mazury), Measure 09.06 has been assigned to Priority 09 Inclusion and Integration ESF+, and its objective covers improving the accessibility, effectiveness and resilience of healthcare systems and long-term care services. The description of the measure itself specifies two types of projects: the development of deinstitutionalised forms of long-term care and regional health policy programmes, with the schedule for the 2026 call relating to the first of these areas.
From a practical point of view, this means that this call may be of interest to entities wishing to build or develop home care, community care, long-term nursing care, staffing measures and organisational solutions that increase access to services. The SZOP also indicates that support for medical and non-medical staff is possible as an element of the project, and that projects should fit into the process of deinstitutionalisation of care.
At SZOP level, Measure 09.06 provides for a maximum total co-financing rate of up to 95% and a minimum own contribution of the beneficiary of 5%.
Measure 10.01 – for whom and for what?
If the facility is planning modernisation of AOS, purchase of equipment, construction works or additional equipment for specialist outpatient clinics, Measure 10.01 will be a much more appropriate call. In the SZOP, this measure is financed from the ERDF and covers several types of projects, of which the schedule for September 2026 specifies Type 2 – Outpatient specialist care infrastructure (AOS). The support is intended to strengthen the role of AOS in the healthcare system and to invert the pyramid of services, and in outpatient psychiatry support for mental health clinics is also possible.
However, the call does not cover all outpatient areas. Excluded from participation are hospital outpatient clinics, for which support is provided under another project type, as well as community treatment and addiction treatment in psychiatry, for which support is provided at national level.
In practice, infrastructure support under Measure 10.01 may include construction works together with fitting out with modern medical equipment and apparatus, as well as additional equipment and apparatus. The purchase of information and communication technologies (ICT) is permitted, but only to operate medical equipment and apparatus. The documentation also provides that construction of new facilities is possible only in justified cases, in areas with the poorest access to services, i.e. so-called “white spots”. In addition, investments in e-health, telemedicine and telecare are also possible, as a rule up to 20% of the project's eligible costs.
At SZOP level, Measure 10.01 specifies a minimum own contribution of the beneficiary of 15%.
Which call is better for your facility?
If the facility's goal is to develop services, home care, a long-term care model and staff work, the better choice will be 09.06 Health services.
If, on the other hand, the facility is planning renovation, modernisation of specialist outpatient clinics or the purchase of medical equipment and apparatus for AOS, the more appropriate direction will be 10.01 Health infrastructure.
Why is it worth starting preparations early?
Both calls require the project assumptions to be organised in advance. For 09.06, it will be crucial to demonstrate the logic of deinstitutionalisation, experience and a correct service model. For 10.01, precise planning of the investment, the scope of works, the equipment, ICT elements and the project's compatibility with the scope of AOS will be essential.
