FEnIKS POZ – results of call II and how to prepare for the next grant opportunity?

Published: Reading time: 4 min

Congratulations to all primary healthcare facilities that submitted an application in call II of FEnIKS POZ and received funding.

The list of entities qualified to receive a grant is available on the project website at:

If you need additional substantive information on implementing or settling a grant under the FEnIKS POZ project, we encourage you to visit the “FEnIKS” tab in the news section of our website.

We also encourage you to contact our FEnIKS POZ project expert directly. We will help you analyse the beneficiary’s obligations, the rules on the eligibility of expenditure and the requirements for settlement documentation, and prepare your facility for the correct implementation of the project.

For some POZ facilities, this is also a good moment to start preparing for the next call. The project documentation indicates that, after the first and second calls, a third call is planned for 2026, and a fourth will be announced only if financial resources remain available. For facilities that did not submit an application in call II, the current period may be the best time to calmly plan the scope of the investment, collect quotations and put the assumptions in order for the next attempt.

How much can you receive under FEnIKS POZ?

The grant amount in call II depended on the number of patients on the POZ doctor’s active list as at the date of submitting the application. The rules set by the NFZ provide for three basic support thresholds:

Number of patients on the active listMaximum grant amount
up to 5,000 patientsup to PLN 300,000
from 5,001 to 10,000 patientsup to PLN 450,000
over 10,000 patientsup to PLN 600,000

In addition, the procedure provides for separate rules for entities affected by the flood. In their case, the grant limit is determined separately and does not depend on the standard patient-number thresholds. In practice, this means that the level of support has been linked to the scale of the facility’s activity and to the potential impact of the investment on the availability of services for patients.

What can the funding be used for?

The material scope of financing in the FEnIKS POZ project covers three main areas.

1. Medical equipment and furnishings

The grant may be used to purchase medical equipment and furnishings necessary for diagnostic activities, preventive services, strengthening home care for patients and supporting physiotherapy care. This is particularly important for facilities that want to expand the range of services and improve the availability of services at POZ level.

2. Computer equipment and software

The funding may also cover the purchase of server and network equipment, computers and ICT software. However, the NFZ points out that the project as a whole cannot be based solely on this expenditure. In practice, this means that the IT component may be an important element of the project, but should not be the only scope of the investment.

3. Construction works and adaptation of premises

Support may also cover construction works related to adapting and improving the functionality of premises used for medical activity. According to the project assumptions, these are works that support the expansion of healthcare services in the field of prevention, diagnostics and treatment at POZ level, on the assumption that, as a rule, the works do not change the cubic capacity of the building and do not require additional permits or consents. A separate scope of works has been provided for entities affected by the flood.

Facilities that did not take part in call II can treat this moment as a time advantage. Planning expenditure early enough, defining medical and organisational objectives and preparing preliminary assumptions for the HRP usually significantly streamlines the subsequent preparation of the application. The call documentation itself emphasises that careful planning of expenditure and correct preparation of the HRP are of significant importance for the substantive assessment of the project. Why is it worth preparing for the next call early?

Medical facilities that start preparing only after a call has been announced often work under time pressure. Yet the FEnIKS POZ project requires not only completing the form, but also coherent planning of expenditure, a market survey and matching the investment to the objectives of the undertaking. This is precisely why preparing the project concept, purchase specifications and schedule earlier can genuinely improve the quality of the application. This is an advisory recommendation based on practical experience in preparing applications and on the structure of the call documentation. (feniks.nfz.gov.pl)

If your facility did not take part in call II, but plans to obtain funds in the next round, it is worth starting preparations now. The third call is to be announced in July–September 2026. In practice, putting the investment assumptions in order earlier gives greater comfort and better control over the documentation.
